In the system of that competition Round of 16 was called Third round, Round of 32 Second round and Round of 64 was called First round. There were two more qualifying rounds.
Apart from preliminary rounds, when the proper competition begins, we usually opt for the classic nomenclature to give context. Round of 16 lets you know how far away the teams are from the final, while Third Round doesn't.
